Goal/Objective of the Executive of Institutional Change
To lead and coordinate transformative initiatives that enhance institutional effectiveness, academic excellence, and organizational resilience at Wolkite University by fostering a culture of innovation, evidence-based decision-making, and strategic alignment with national and global higher education standards.
Key Objectives:
- Strategic Transformation
ü Drive the implementation of university-wide change initiatives aligned with Wolkite University’s long-term vision and strategic plan.
- Organizational Development
ü Improve institutional structures, policies, and processes to enhance operational efficiency, transparency, and accountability.
- Capacity Building
ü Facilitate continuous professional development for academic and administrative staff to support sustainable change and leadership capacity.
- Stakeholder Engagement
ü Strengthen collaboration and communication with internal and external stakeholders to ensure broad support and participation in institutional change efforts.
- Monitoring and Evaluation
ü Establish robust mechanisms for monitoring progress, evaluating outcomes, and adjusting change strategies based on data and feedback.
Executive of Institutional Change and Good Governance Affairs
Wolkite University
The Executive of Institutional Change and Good Governance Affairs is one of the executive offices established under the Wolkite University President’s Office in 2017 E.C. It was initially formed by restructuring the former Directorate of Planning and Evaluation, following a government directive that allowed for the creation of eight independent executive positions.
Currently, the Executive Office is staffed by four active personnel, including the Executive, and is operating at full capacity. It independently prepares and implements its annual plan, focusing primarily on:
Ø Kaizen implementation
Ø Institutional reform tools
Ø Promotion of good governance principles
These efforts aim to enhance institutional service quality and foster efficient and transparent administration.
Core Duties and Responsibilities:
- Planning and Strategy
Ø Develop short-, medium-, and long-term strategic plans for the Executive office.
- Stakeholder Engagement
Ø Organize zonal and university-level discussion forums on good governance.
Ø Document and disseminate the outcomes of these forums.
- Governance Monitoring
Ø Support and monitor the enforcement of service delivery standards in line with the Citizen's Charter.
- Capacity Building
Ø Coordinate and facilitate short-term training sessions and awareness forums on institutional reform tools and governance for university staff.
- Governance Strategy Implementation
Ø Identify root causes of governance challenges, design corrective strategies, and monitor their implementation across the university.
- Grievance Management
Ø Ensure the establishment of an effective grievance handling system.
Ø Monitor the responsiveness to complaints raised by internal and external stakeholders.
- Performance Monitoring
Ø Evaluate the effectiveness and efficiency of service delivery to ensure customer satisfaction.
- Service Delivery Assessment
Ø Conduct gap assessments in major service-providing units within the university.
- Customer Needs Assessment
Ø Continuously assess customer needs, segment service users, and analyze demand to improve responsiveness.
- Innovation and Reform
Ø Introduce and support the implementation of new systems to strengthen institutional reform and good governance.
- Reporting
Ø Prepare and submit timely reports on reform tools and good governance initiatives.
